Fund Structure
The Call for Proposals of the EC-UN Joint Migration & Development Initiative will disburse about 10m Euro in grant aid support to projects of up to eighteen months duration.
Funds for the Call for Proposals have been provided by the European Commission (EC), and are managed by the United Nations Development Programme (UNDP). UNDP implementation benefits from substantive programmatic inputs from IOM, UNFPA, UNHCR, UNFPA and UNILO.
Due to the nature of the EC budget sources, half of the funds of the Call for Proposals are to be reserved for projects benefiting the European Neighborhood Policy countries (Morocco, Algeria, Tunisia, Egypt, Moldova and Georgia). Remaining funds will be disbursed between the other ten target countries of the Joint Initiative (Ecuador, Jamaica, Sri Lanka, Philippines, Senegal, Cape Verde, Ghana, Nigeria, Mali and Ethiopia).
All countries are guaranteed to have at least one proposal funded.
The Call for Proposals has been sub-divided into four thematic areas for applications, corresponding to the four main areas of intervention of the EC-UN Joint Migration & Development Initiative:
- Migrant Remittances - their facilitation, reduction of transfer costs, possible linkages to development purposes, etc.
- Migrant Communities - their links with countries of origin, integration in countries of destination etc.
- Migrant Capacities - use of migrant skills for development in countries of origin, support to their professional and socio-economic reintegration, mitigation of brain gain, etc.
- Migrant Rights - information for prospective migrants and returnees; returnee reintegration policies, etc .
Terms of Reference for each thematic area have been prepared to guide potential applicants (see links). They outline a number of development objectives which can be addressed by project proposals.
No specific financial allocation (ie, quota) has been set for the thematic areas. However, it is hoped that sufficient good quality applications will be made under each of the four thematic areas to maintain an overall balance between them. In order to maximize flexibility and eligibility, project proposals may address objectives across the different thematic areas.
