			<content:encoded><![CDATA[<p>Dans le contexte de la Initiative Conjointe des Nations Unies et de la Commission européenne pour la Migration et le Développement <a href="http://w3.migration4development.org/about/">(ICMD)</a>, j&#8217;ai le plaisir de lancer le procès de <strong>peer-review</strong> parmi les autorités locales, pour le compte du group de travail ICMD Local Authorities Network.</p>
<p>La peer-review vise à <strong>mettre l&#8217;accent sur l&#8217;existence de bonnes pratiques des acteurs locaux</strong> à propos de migration et développement.  Les résultats formeront la base pour formuler des recommandations sur les politiques pour supporter les efforts locaux pour lier plus efficacement migrations et développement.</p>
<p>L&#8217;approche de la ICMD c&#8217;est un nouveau méthode d&#8217;action dans le domaine de Migration &amp; Développement. La ICMD reconnait que les migrations ont lieu parmi et à travers les territoires et que les acteurs locaux sont les premiers agents qui peuvent piloter ces mouvements vers des bénéfices de développement: l&#8217;Initiative vise à supporter leurs action.</p>

			<content:encoded><![CDATA[<p>In the context of the <a href="http://w3.migration4development.org/about/" target="_blank">EC-UN Joint Migration and Development Initiative (JMDI)</a>, I am pleased to launch a <strong>peer-review</strong> process among Local Authorities, on behalf of the JMDI Local Authorities Network team.</p>
<p>The peer review is intended to <strong>highlight the existence of current good practice</strong> by local actors on migration and development. Its outcomes will form the <strong>basis for formulating policy recommendations </strong>supporting local efforts to link migration and development more effectively.</p>
<p>The whole approach of the JMDI is a new field of action in the Migration &amp; Development realm.<br />
The JMDI acknowledges that migration flows occur among and across specific territories, and that local actors are forefront agents in steering the impact of these movements towards development benefits: the Initiative aims at supporting their action.</p>

			<content:encoded><![CDATA[<p><strong>Le Maroc vient en tête des pays qui ont bénéficié du financement en matière de développement local avec huit projets pour un montant global de 1,6 million d&#8217;euros, dans le cadre de l&#8217;<em>Initiative conjointe des Nations-unies et de la Commission européenne pour la Migration et le Développement (ICMD)</em>, a indiqué Mme Giulia Lagana, du bureau du PNUD à Bruxelles.</strong></p>
<p>Les projets marocains ont été retenus parmi 527 en lice présentés par 16 pays devant bénéficier de ce programme triennal (2008-2011), qui a nécessité une enveloppe globale de 15 millions d&#8217;euros, a précisé à la MAP, Mme Lagana, en marge de la signature, mardi à Bruxelles, de 55 projets qui seront financés dans le cadre de cette initiative.</p>
<p>Le nombre des projets marocains retenus, témoigne que le Royaume est l&#8217;un des pays les plus actifs dans cet ambitieux programme, tant au niveau quantitatif que qualitatif, a-t-elle souligné, ajoutant que le nombre de projets financés par pays a été fixé à huit.</p>
<p>Les projets éligibles portent sur quatre domaines thématiques, à savoir les transferts financiers des migrants, le renforcement des capacités des migrants, les communautés migrantes et les droits des migrants, a noté Mme Lagana.</p>
<p>Et de préciser que ces projets doivent être menés par deux associations dont une, au moins, est basée dans l&#8217;un des pays cibles de cette initiative et une autre dans l&#8217;un des 27 Etats membres de l&#8217;Union européenne.</p>
<p>Les projets marocains intéressent plusieurs domaines notamment l&#8217;agriculture, l&#8217;alphabétisation des femmes et les soins de santé et touchent plusieurs régions du Royaume.</p>
<p>Les pays dont les projets ont également été retenus sont la Moldavie avec sept projets, les Philippines, le Mali et la Géorgie avec quatre projets chacun, le Sénégal, l&#8217;Egypte, le Nigeria, la Jamaique, l&#8217;Equateur, l&#8217;Algérie et le Cap Vert avec trois projets chacun, la Tunisie, le Sri Lanka et le Ghana avec deux projets chacun, et enfin l&#8217;Ethiopie avec un projet.</p>
<p>La somme allouée à chaque projet est comprise entre 50.000 et 200.000 euros, alors que la durée de réalisation est fixée entre 12 et 18 mois.</p>
<p>Pour le vice-président de la Commission européenne, <strong>M. Jacques Barrot</strong>, cette initiative met à contribution la société civile à travers le monde dans des démarches concrètes et innovantes en matière de migration et du développement.</p>
<p>Ces projets sont à même de contribuer à améliorer la vie des individus et des communautés locales dans les pays d&#8217;origine et peuvent démontrer des avantages significatifs dans le domaine du développement par l&#8217;utilisation des connexions positives avec la migration, a-t-il estimé.</p>

			<content:encoded><![CDATA[<p><strong><em>Le Monde</em> - L&#8217;Afrique reçoit des sommes considérables des migrants partis travailler sur d&#8217;autres continents, mais le manque d&#8217;information, de concurrence et de régulation empêche cet argent d&#8217;agir pleinement sur le développement. </strong></p>
<p>C&#8217;est ce que révèle <a href="http://www.ifad.org/remittances/pub/money_africa.pdf" target="_blank">un rapport de l&#8217;International Fund for Agricultural Development (IFAD)</a>, publié jeudi 22 octobre à l&#8217;occasion d&#8217;un forum sur les transferts de fonds organisé à Tunis par cette agence de l&#8217;ONU, pour mobiliser banques centrales et gouvernements sur la question.<br />
La première surprise de ce rapport tient en un chiffre : d&#8217;après l&#8217;IFAD, 40 milliards de dollars (26,7 milliards d&#8217;euros) sont envoyés chaque année à leurs proches par les émigrés africains. Ce montant était jusqu&#8217;alors inconnu, mais il était estimé entre trois et quatre fois moindre.<br />
&#8220;L&#8217;Afrique avait toujours été une énigme en ce qui concerne les transferts de fonds&#8221;, explique Pedro de Vasconcelos, économiste à l&#8217;IFAD et coauteur de ce premier état des lieux. &#8220;On les évaluait généralement entre 10 milliards et 17 milliards de dollars. Même les banques centrales africaines n&#8217;avaient aucun chiffre.&#8221;<br />
Ce manque d&#8217;information a des conséquences en cascade : &#8220;L&#8217;impact des transferts est colossal, mais sous-utilisé. L&#8217;argent est là; le problème, c&#8217;est le manque d&#8217;options. N&#8217;ayant pas conscience des montants en jeu, les gouvernements ne se préoccupent pas de réguler le marché ou de rendre ces sommes productives, pas plus que le secteur privé&#8221;, explique M. de Vasconcelos.<br />
Résultat, le marché des transferts est détenu à 64 % par deux acteurs seulement, Western Union et MoneyGram. Faute de concurrence, le taux des commissions est d&#8217;environ 10 % en moyenne en Afrique - où il peut même atteindre 25 % -, contre 5,6 % en moyenne dans le monde.<br />
&#8220;Si on réduit ce taux de moitié, 2 milliards de dollars de plus arrivent dans la poche des familles chaque année, résume l&#8217;économiste de l&#8217;IFAD. En Amérique latine, l&#8217;ouverture du marché a fait chuter les taux de 15 % à moins de 5 %.&#8221;<br />
La concurrence aurait un autre avantage : la multiplication des points de retrait, dont les zones rurales africaines sont largement dépourvues. Or un tiers des transferts sont destinés à des familles rurales. &#8220;Le Mexique dispose d&#8217;autant de points de retrait que toute l&#8217;Afrique, avec une population dix fois moindre&#8221;, compare M. de Vasconcelos. &#8220;Pour beaucoup d&#8217;Africains, aller chercher cet argent, c&#8217;est un ou deux jours de travail perdus.&#8221;<br />
L&#8217;agence des Nations unies propose de transformer les bureaux de poste en points de retrait, alors qu&#8217;ils n&#8217;en ont aujourd&#8217;hui pour la plupart ni le droit ni les moyens. L&#8217;IFAD vient de signer un accord avec l&#8217;Universal Postal Union pour travailler en ce sens.<br />
D&#8217;autres solutions existent. Au Kenya, le téléphone mobile devient un des moyens les plus économiques d&#8217;effectuer des transferts d&#8217;argent. Le Kenya est aussi un des rares pays à autoriser les institutions de microfinance à opérer ces envois de fonds. Dans toute l&#8217;Afrique, ces organismes ne forment que 3 % des points de retrait. Leur ouvrir le marché des transferts suffirait à doubler le nombre de guichets, selon l&#8217;IFAD.<br />
Surtout, au lieu d&#8217;un simple mécanisme de consommation, &#8220;cela créerait une dynamique locale d&#8217;épargne et de microcrédit, qui donnerait une tout autre dimension à l&#8217;économie&#8221;, estime M. de Vasconcelos.<br />
Car si l&#8217;essentiel de l&#8217;argent des transferts de fonds sert à faire face à des dépenses de première nécessité - nourriture, logement, santé ou éducation -, &#8220;5 à 10 milliards de dollars sont disponibles pour l&#8217;épargne et l&#8217;investissement&#8221;, selon le rapport. Des sommes capitales en pleine crise économique, alors que l&#8217;aide publique au développement s&#8217;essouffle et que les investissements directs étrangers s&#8217;effondrent.<br />
Les transferts des migrants souffrent eux aussi : ils ont chuté de 12,7 % depuis le début de l&#8217;année selon l&#8217;IFAD. Un choc d&#8217;autant plus rude que ces envois avaient connu une croissance moyenne de 17 % dans le monde depuis dix ans, et que &#8220;par rapport à d&#8217;autres régions, l&#8217;Afrique dépend vraiment des transferts de fonds&#8221;, précise M. de Vasconcelos.</p>

<p>We are pleased to share with you the background papers for roundtable discussions to be held at the Global Forum on Migration and Development (GFMD) Civil Society days.  The organizers, the Onassis Foundation, have invited us to share these papers with the Community of Practice for your review and comments.</p>
<p>Last week we circulated Roundtable 1, focusing on how to make the migration-development nexus work for the achievement of the Millennium Development Goals.  Below are the background papers for Roundtable 2 which looks at Migrant integration, reintegration and circulation for development.</p>
<p>These papers, written both by private sector and other civil society stakeholders, will form the initial basis of the roundtable discussions on 2nd and 3rd November 2009.</p>
<p><span style="color: #ff9900;"><strong>We would now like to open the floor for your comments on the papers from the Migrant and Development Community of Practice in order to add your voices to the discussions in Athens. <p><a href="http://www.gfmd2009.org/default/roundtable-2.aspx" target="_blank"><strong>Roundtable 2: Migrant integration, reintegration and circulation for development </strong></a><br />
Both scholarly and policy debates of the last three decades have paid increasing attention to the question of immigrant integration, highlighting that integration is a mutual process, which requires efforts and adjustments both on the part of immigrants and their societies of settlement.<br />
The aim of this Roundtable is to carry the academic and policy debate a step further by seeking to assess the development impact and potential of specific dimensions of migrant integration policies. Here, development is understood as human development encompassing economic, social and cultural aspects of people&#8217;s lives and activities. The different dimensions of integration affecting short term, circular and long term migrants will also be discussed. Special attention will be paid to gender issues.<br />
Re-integration will be explored with particular emphasis on the extent and ways in which the lack of reintegration measures in source countries may negatively affect their development efforts and plans. The matching between circular migration and labour market shortages will also be discussed.</p>

			<content:encoded><![CDATA[<p><em>[Migration DRC]</em> <strong>Barriers to migration should be reduced to enable migrants to play a positive role in both industrialised and developing countries, says a leading DFID-funded research group. The findings, produced by the Development Research Centre on Migration, Globalisation and Poverty (Migration DRC), are published in a <a href="http://www.migrationdrc.org/publications/misc/Making_Migration_Work_for_Development.pdf" target="_blank">research brief </a>launched in advance of the Global Forum on Migration and Development 2009.</strong></p>
<p>The report is a summary of six years of investigation into migration policy and practice. Established through funding from the UK Government’s Department for International Development (DFID) in 2003, the <a href="http://www.migrationdrc.org/">Migration DRC</a> - a partnership of institutions in the UK, South Asia, the Middle East, West Africa and South Eastern Europe - has developed a programmer of research, capacity-building, training and promotion of dialogue to underpin new policy approaches to migration and development.</p>
<p>The economic value of migration to poor countries is already well-established, with migrant workers sending over $300bn to developing countries, around four times global aid flows. However, the Centre’s findings indicate that for migration to have its full developmental impact, the most beneficial policy change would be to reduce barriers to migration, at all levels and particularly for the poorest.</p>
<p>Yet according to the findings report, policy on migration in developing countries remains fragmentary, and there is still a lack of consensus on what pro-poor migration policies should look like in poor countries.</p>
<p>Professor Richard Black, the Centre’s Director, said: “Our research shows that migration can be seen as part of the solution to problems of underdevelopment. Instead, most governments still assume that more development is the solution to problems of migration. In many cases, migration of poor people helps reduce poverty, improve educational attainment and increase gender equality. But government policies matter a great deal in facilitating such positive change by migrants.”</p>
<p>Key findings in the 30-page document, which includes links to core research and policy briefings produced by Migration DRC, include:<br />
-  Poor people are more likely to travel and work within or between poor countries, yet they are often ignored in international debates about migration;<br />
- Migration, particularly among the young, often stimulates investment in education, either in the country of origin or destination.<br />
- Where poor people have a greater choice in terms of migration destinations, the net effect on inequality is more likely to be positive.<br />
- Skilled migration is largely a symptom, not a cause of underdevelopment.<br />
- Policies that support migrant communities can contribute to the development of their countries of origin; migrants do not need to return to be effective and sustainable.</p>
<p>The Centre’s work has included the compilation of data on migration flows, with an emphasis on those previously least well-represented; analysis of the links between migration, globalisation and poverty and reviews of emerging migration issues and policies. Field research was conducted in a number of countries in West Africa, South Asia, the Middle East and South-East Europe.</p>
<p>This work has resulted in the compilation of a number of robust databases and user-friendly web resources; the production of more than 40 working papers and 50 refereed journal articles or book chapters; and new conceptual approaches in areas that include, but are not limited to, the migration of children and youth; mobility of highly-skilled professionals; and social protection by and for migrant workers.</p>

<p>The annual Global Forum on Migration and Development (GFMD) is fast approaching.  The organizers, the Onassis Foundation, have invited us to share with you, the Migration and Development Community of Practice, the background papers for the four roundtable discussions to be held at the GFMD Civil Society days.  Please find below and attached the background papers for your comments, beginning with the 1st Roundtable, focusing on how to make the migration-development nexus work for the achievement of the Millennium Development Goals.  Please also share examples from your work which illustrate the points made in the papers.</p>
<p>We are beginning with Roundtable 1 as it is closest to the focus of the M4D CoP, however, we will be circulating the background papers to the other roundtables over the next two weeks, in the run-up to the GFMD.  These papers, written both by private sector and other civil society stakeholders, will form the initial basis of the roundtable discussion.</p>
<p><a href="http://www.gfmd2009.org/246/section.aspx/237" target="_blank"><strong>Roundtable 1: How to make the migration-development nexus work for the achievement of the Millennium Development Goals</strong></a><br />
The aim of this roundtable is to explore the policies and practices that can make migration work for development in both sending and receiving countries. Three sets of topics will be discussed in this roundtable:</p>
<p>The first issue concerns how the migration and development nexus can be made to work for development purposes. In particular, <strong>Session 1.1</strong> of this roundtable will discuss how to spread the benefits of migration more widely (source countries); which policies are better suited to strengthen and foster the sharing of the benefits of human development? (destination countries); how to ensure that migration policies are gender-sensitive (to women&#8217;s and men&#8217;s needs) (source and destination countries).</p>
<p><strong>Session 1.2</strong> will examine the role of diaspora and migration organizations in development policies and programmes, their constraints and their opportunities.</p>
<p><strong>Session 1.3</strong> will concentrate on the current economic crisis and its impact on migration and development. While the interests and needs of migrants need to become integrated into policy responses aimed at economic recovery (e.g., anti-protectionism measures, stimulation of international trade, need for capital and credit etc.), human mobility may be part of the solution, not the problem.</p>

<p>[Corriere della Sera] <em>5 Ottobre </em>BANGKOK - <strong>La Norvegia ha ottenuto il titolo di migliore Paese in cui vivere, mentre gli stati dell&#8217;Africa sub-sahariana colpiti dalla guerra e dall&#8217;Aids risultano i meno allettanti. È quanto emerge dai dati delle Nazioni Unite pubblicati oggi dal Programma delle Nazioni Unite per lo sviluppo (Undp) nel rapporto dal titolo «Vincere le barriere» e dedicato al tema dell&#8217;immigrazione. I dati, raccolti prima della crisi economica globale, mostrano che il tenore di vita più alto si registra in Norvegia, Australia e Islanda, mentre Niger, Afghanistan e Sierra Leone sono i fanalini di coda in termini di sviluppo umano.</strong></p>
<p><strong> </strong>L&#8217;Italia, inserita nella categoria degli Stati ad altissimo sviluppo umano, è al diciottesimo posto. La sua posizione, a partire al 1980, è piuttosto stabile, a dispetto di Spagna e Irlanda, tra i Paesi europei avanzati più rapidamente (guarda le classifiche). Piuttosto bassi gli indicatori dell&#8217;istruzione - l&#8217;Italia è al 30° posto per risultati scolastici con il solo 10,1% della popolazione (oltre i 25 anni) in possesso di titolo universitario - mentre, tra i Paesi industrializzati, l&#8217;Italia è al 12° posto per tasso di crescita dell&#8217;immigrazione. A tener alto in classifica il nostro Paese è l&#8217;indice dell&#8217;aspettativa di vita nel quale siamo al 6° posto, nella graduatoria riservata all&#8217;alfabetizzazione siamo al 22° posto. L&#8217;indice del Programma delle Nazioni Unite per lo Sviluppo è stato calcolato utilizzando dati del 2007 sul Pil pro capite, sull&#8217;istruzione e sulle aspettative di vita, e sottolinea marcate differenze tra i Paesi sviluppati e quelli in via di sviluppo.</p>
<p><strong>I MIGRANTI</strong> - I migranti dunque costituiscono una spinta allo sviluppo, costano poco o nulla, non portano via posti di lavoro alla popolazione locale. Gettando nuova luce su alcuni luoghi comuni errati, il rapporto sullo sviluppo umano redatto dall&#8217;Undp parte da un presupposto: un miliardo di persone - una su sette - migra, ma di queste, meno del 30% si sposta in Paesi stranieri. I migranti interni sono 740 milioni. Solo il 3% della popolazione africana, ad esempio, non vive nel proprio Paese di origine. Inoltre, tra coloro che emigrano all&#8217;estero, soltanto poco più di un terzo si muove da un Paese in via di sviluppo a paesi industrializzati. L&#8217;analisi, quindi, analizza gli effetti positivi della mobilità: i migranti favoriscono la produttività economica, non portano costi rilevanti alle finanze pubbliche dei Paesi ospitanti, esercitano di rado effetti negativi sui lavoratori locali. Eppure, evidenzia il rapporto, gli ostacoli alla migrazione, in particolare a quella dei lavoratori con scarse qualifiche, restano. I governi tendono ad essere piuttosto ambivalenti, riservando loro trattamenti che spesso lasciano a desiderare.</p>

			<content:encoded><![CDATA[<p>[Le Monde] <em>5 octobre 2009 </em><strong>Deux semaines après la fermeture par la France de la &#8220;jungle&#8221; de Calais, refuge de 800 clandestins en chemin vers la Grande-Bretagne, le Programme des Nations unies pour le développement (PNUD) publie un véritable réquisitoire contre les politiques antimigratoires. Présenté lundi 5 octobre, le rapport annuel du PNUD est entièrement consacré à ce thème, sous le titre explicite &#8220;Lever les barrières, migration et développement humains&#8221;.</strong></p>
<p>Catherine Wihtol de Wenden, directrice de recherche au Centre d&#8217;études et de recherches internationales, qui vient de publier La Globalisation humaine (PUF) après un récent Atlas mondial des migrations (éd. Autrement), estime également que les gouvernements font fausse route en privilégiant une approche sécuritaire.</p>
<p><strong>Pourquoi peut-on parler de globalisation des migrations ?</strong></p>
<p>Presque toutes les régions du monde sont désormais concernées soit par le départ, soit par l&#8217;accueil, soit par le transit. C&#8217;est une révolution considérable. Depuis moins de vingt ans, le monde est entré en mouvement. Mais cette période de mobilité généralisée ne traduit pas nécessairement une migration de peuplement. Beaucoup de migrants aspirent à s&#8217;installer dans la mobilité comme mode de vie. La mobilité est valorisée pour les plus qualifiés, les plus riches, mais les pauvres y aspirent aussi. Les gens n&#8217;acceptent plus la fatalité d&#8217;être nés dans un pays pauvre, mal gouverné, soumis à des aléas climatiques&#8230;</p>
<p><strong>En quoi cela oblige-t-il les sociétés à évoluer ?</strong></p>
<p>Ce phénomène touche au vivre ensemble, c&#8217;est-à-dire à la définition même de la citoyenneté. Les pays européens font depuis peu l&#8217;expérience de ce multiculturalisme, qui a conduit les Etats-Unis, le Canada ou l&#8217;Australie à redéfinir leur citoyenneté dans les années 1960. Le vivre ensemble est une des grandes questions du XXIe siècle : toutes les sociétés vont être concernées par la migration.</p>
<p>C&#8217;est vrai aussi au Sud : le Maroc, le Mexique, la Turquie sont toujours des pays de départ mais sont aussi devenus des pays d&#8217;accueil et de transit. Il y a un brouillage du statut des pays, mais aussi des catégories de migrants. Au cours de sa vie, une même personne peut être sans-papiers, travailleur qualifié, réfugié&#8230;</p>
